So I noticed that this part of the forum says things like post unit lists and stuff. As such I will take the opportunity to quickly throw together a nation that Equinox helped me come up with. Feel free to spout ideas to help flesh it out and make it more acceptable. I will update it occasionally.

History
The Dragon Empire is a nation trying to return to its days of glory. At its height it combined the magic and might of dragons with the fires and steam of industry. The nation was controlled by those born of dragons. Blessed with great power and long life, but cursed with low birth rates and vast superiority complexes, the dragon-blooded gifted their magitek to "lesser" races in order for those so gifted to serve their masters better. This enticement seemed to be the best way of placating others into doing the dragons' dirty work, and brought many to heel without a fight. The hubris of the dragons also contributed to their total denial of all religions, having only faith in themselves and their superiority over everything in creation.

However in their hubris, the dragons concentrated their great wealth to a single location, their home island from which they were born. They fortified the island into a fortress and made it their capital, from which they would rise to attempt domination of the world. This concentration of resources and knowledge would prove to be their downfall, for a great cataclysm rent their center of power asunder and scattered them to the winds. Now their scattered remnants are a shadow of their former glory.

Physiology
The dragon-blooded look like ordinary humans, having fair, bronzed, or blackened skin. Most display small patches of rainbow-colored scales and/or slitted eyes, betraying their dragon heritage. The patches are normally scattered randomly across the entire body, and each dragon-blooded seems to have a unique pattern.

The dragon-blooded are stronger, heartier, and a little smarter than the average humanoid thanks to their heritage. And at one time they had learned to harness their blood to do things like breathe fire, and in much stronger individuals, the ability to actually transform into a dragon. Because of this, the Dragoners were a feared fighting force in the nation's glory days. However, the knowledge on how to unlock their latent powers was lost when the nation fell into ruin. It would be something the survivors would have to rediscover.

Government
The nation is divided into clans, or Broods. Before the cataclysm there were many Broodmothers. And many Broods tried to distinguish themselves by focusing on specific aspects of the four major categories: exploration, expansion, exploitation, and extermination. New Broods would split off from established Broods as they developed competing interests. Now there are fewer Broodmothers and Broods, though the ties to their past are still strong.

The government is ruled by a council of elders (Gerontocracy). Since the dragon-blooded usually live for a much longer time than the average humanoid, barring disease and war, Membership in The Council of Wyrms changes little over the years. Competition between the Wyrms is sometimes incredibly fierce, as each tries to accumulate more wealth, power, and influence. Though no matter what happens there exists an unspoken rule, in which the nation's interests and survivability are paramount over any one individual or Brood.

Social Policy
The Dragon Empire is a Meritocracy with a strong stance toward Mercantilism. The accumulation of wealth and power, both politically and militarily, is the driving force behind most Empire citizens. Only the strongest and most wealthy individuals sit on The Council of Wyrms, which could explain the infighting and intrigue among the Wyrms as each continues to grasp for more power and influence.

Thankfully that also gives those that are not so blessed a way out of their individual situations. If one is born poor or from a vassal territory and not one of the dragon-blooded, these individuals can still make a name for themselves through military service or apprenticing themselves to tradesmen. The government also fully funds schools and apprenticeships, turning anyone unskilled into a worthwhile individual that can be used by the state to enhance the prosperity of all. Or at least, those in the higher echelons of power.

Technology
The nation wielded great powers to dominate their little corner of the world during their height. They will need to rediscover it all if they plan on rising back to the top of the food chain again.

Magical Infusion and Dracomancy: The study of, and unlocking the mysteries of, the magic inherent in dragon blood. Harnessing the inner dragon-fire to breathe gouts of flame at the enemy. Increasing the resiliency of the population to poison and disease. Defending themselves from the enemy with magically projected shields. Growing wings and granting limited flight. And eventually leading to the ascension of dragon transformation and the ability to infuse dragon traits into other creatures.

Magitek
The infusion of spellcraft and artificial constructs. Granting the ability to explore treacherous terrain and see far into the horizon through the thickest storms. Enhancing agricultural and technological pursuits with the arcane (such as a universal translator). And mixing might and magic to create sorcery-spewing machinations.

Advanced Manufacturing and Advanced Shipbuilding
The Empire was known for advanced manufacturing and building of land, air, and sea vessels.

Advanced Combined Arms Tactics and Advanced Naval Tactics
The Empire was a military juggernaut before they fell into obscurity; knowing how best to apply soldiers to any battlefield to ensure victory.

Medieval Era

Standard Army: A Standard Army unit consists of about 1,000 soldiers. Archers, pikemen, and swordsmen make up the ranks of a Standard Army. Most frontline infantry are equipped with shields, though some are given heavier weapons that require two hands and thus cannot use a shield, like pikes and halberds. As technology develops, archers replace their longbows with crossbows, giving them an edge against more heavily armored targets. Standard Army units tend to make use of the tactics of pike square formation, shield wall formation, and tortoise formation in melee. Archers are employed to shower an oncoming enemy in order to soften them up to allow for the frontline infantry to mop up the weakened survivors.

Standard Cavalry: A Standard Cavalry unit consists of about 1,000 mounted soldiers. Like the Standard Army, Standard Cavalry consists of archers, pikemen, and swordsmen make up the ranks of a Standard Cavalry. The advantage of a Standard Cavalry unit over that of a Standard Army unit is its mobility across relatively flat terrain. This changes their tactics and strategy to favor striking the enemy hard, more likely at a weak area in their line, and then retreating to a safe distance free from counterattack. The disadvantage of using Standard Cavalry over Standard Army is that the unit may become bogged down in difficult terrain, and cannot entrench or fortify their position without first dismounting. Another limiting factor is the availability of capable mounts. Though it was once said that in the past the magical arts of The Dragon Empire allowed them to change creatures into dragon mounts for their riders. Rediscovering this magic would give a great boost to the nation's cavalry forces.

Renaissance Era

With the advent of Chemistry, Gunpowder, and Metallurgy, warfare takes a drastic turn. Now with cannons and guns, and stronger, lighter armor, Standard Army and Cavalry get a significant technological edge of their opponents.

Industrial Era

The advent of steam and electrical power revolutionizes The Dragon Empire and brings it into the Industrial Era. This power is generated by a combination of coal-driven steam and crystal-driven arcanum. The factory assembly line is born and the beginning of the modern industrial complex is established. Street lights begin illuminating the night, and warfare takes another step forward in the invention of dynamite (creating stronger artillery in the form of the howitzer) and the Gatling gun. Crude rocketry, grenades, and flamethrowers are introduced.

Modern Era

With the advent of the combustion engine and railroads, the Modern Era brings forth an era of transportation. Trains and cars make an appearance. Specialized armored cars bring forth the era of mechanized warfare.

Standard Mechanized: A Standard Mechanized unit contains armored personal carriers, tanks, and mobile long-range guns. This allows a Standard Mechanized unit to fulfill the same roles as both the Standard Army and Cavalry unit while also giving it the ability to siege a modern city's defenses.

With the advent of rudimentary flight. Planes and airships are built. To combat air superiority, quick firing heavy guns are created to fill an airspace with flak and cannon shell. Mounting those guns to a mobile chassis allows a defender to get anti-air firepower where it is needed.

Special Units

Magitek Armor: Coming in a variety of types, Magitek Armors, or Mobile Armors, are a blend of magic and metal to create a mechanized soldier who can go where tanks cannot, yet still carry the same firepower as a tank. Powerful magical cannons, and moderate armor, give Magitek Armor the ability to engage entrenched or fortified troops in difficult terrain where tanks cannot tread. Sometimes they are also mounted with sharp claws, allowing climbing capabilities and devastating melee attacks.
